Decumbent shrubby herb or shrub; branches to 35 cm long, when young pale to dark brown and minutely puberulous to puberulous (rarely sparsely so) with spreading hairs, when old with thick corky bark. Leaves beneath minutely puberulous to puberulous along midrib and sparsely so on lamina, above sparsely minutely puberulous with bulbous-based hairs and distinctly white-dotted when old; lamina ovate or elliptic to slightly obovate or narrowly so, largest 2-5 x 0.4-0.8 cm; margin sinuate-dentate with 3-8(-15) mixed large and small teeth per side. Spikes 2-6(-8) cm long, 4-10(-18)-flowered; peduncle 10-55 mm long, with (2-)4-7(-10) pairs of gradually larger sterile bracts; fertile bracts greenish to brownish, veins never whitish, minutely puberulous or minutely sericeous-puberulous (rarely sparsely so) all over or puberulous along veins, elliptic-obovate or broadly so, lower and middle 27-43 x 10-18 mm of which the straight to slightly recurved triangular spinose tip 9-18 mm, on each side with 5-9 teeth of which the longest 5-10 mm. Bracteoles lanceolate, acuminate, 18-26 x 1.5-2.5 mm, minutely puberulous. Sepals uniformly minutely puberulous to puberulous (rarely sparsely so) and sometimes ventral with long pilose hairs, ciliate; dorsal 20-26 mm long, 5(-7)-veined from base, ovate-elliptic with long ligulate apical part, apex rounded to truncate, wavy, irregularly toothed, apical part scarious; ventral 13-19 mm long, (2-)5-veined from base, ovate-elliptic with ligulate apical part (rarely) or narrowing gradually to an apex which is more or less truncate and untoothed or which has two triangular mucronate teeth 1-3 mm long; lateral ovate or broadly so, 8-12 mm long. Corolla mauve to blue or deep blue, 27-38 mm long of which the tube 6-8 mm; limb spathulate, 15-24 mm wide,' central lobe wider than long or same width, deeply and broadly emarginate, narrowed at base; filaments 9-11 mm long, sparsely glandular (densest downwards); appendage 2.5-3.5 mm long, oblong, rounded; anthers 5-6.5 mm long. Capsule 12-13 mm long; seed 7-8 x ± 5 mm.
